Delete an organisation diagram
Removes the diagram's record, then its file from the private bucket.

What it does
Removes the diagram's record, then its file from the private bucket. A member deletes only a diagram they published; an admin, the owner, and the organisation's key delete any. A locked diagram is a 409 for everyone until the owner unlocks it.
